Projects and job costing

Budgets by labour, materials, plant and other, an append-only job cost ledger, budget against actual and variations with approval.

CIS

Subcontractor verification, deductions on labour only at 0, 20 or 30%, the CIS300, deduction statements, and CIS suffered from contractors.

Applications for payment

Cumulative valuations, a Construction Act payment timetable, and payment and pay-less notices checked against it.

Retentions

When each half falls due across all projects, from practical completion and the defects period.

Reverse charge

A decision per project, with end-user notices and the 5% disregard.

The books always balance
An unbalanced journal is refused by the database at commit, and money is never held as a floating-point number.
History can’t be rewritten
Journals and the audit log are append-only. A correction is a new entry.
Each business sees only its own
Postgres row-level security keeps companies apart, even if application code has a bug.
CIS adds up
Integrity checks tie retentions, CIS owed to HMRC and CIS suffered back to the ledger.
